Phoebe was a prominent Christian woman in the early church, known as a "sister," "servant" (or "deacon"), and "patron" of the church in Cenchrea, a port city near Corinth. She was a trusted leader and benefactor who used her own resources to support the ministry, including potentially funding the writing of Paul's letter to the Romans and then carrying the letter to Rome to explain it to the church there.
